Reports To: Greyhound Regulatory Board through its Chairman

On behalf of the Certification Body report to the UKAS Committee on certification decisions and related issues

Job Summary

Under the direction of the Greyhound Regulatory Board (GRB) to manage the regulatory function which will include the drug sampling programme. To undertake projects determined by the GRB to improve the efficiency and effectiveness of regulation; to work with staff, stakeholders and other agencies to achieve this. To provide timely reports on regulatory activity for GRB and GBGB members.

Terms: £52,000 based on a 4-day week.

Key Duties and Responsibilities

  • To meet all responsibilities as a member of the GRB.
  • To implement the Rules of Racing.
  • Through Committees and working groups provide advice and recommendations for changes to the Rules of Racing.
  • To ensure the identification and registration of greyhounds for licensed racing.
  • To ensure the Licensing of all relevant racecourses, trainers, owners, kennel staff and track officials.
  • To be responsible for certification decisions based upon surveillance and auditing as overseen by the Senior Stipendiary Steward.
  • To ensure all standards are inspected and maintained for all licensed parties.
  • To ensure the Drug Sampling programme is managed in a most cost effective and efficient manner.
  • To ensure standards are set for racing integrity including race form and greyhound performance.
  • To investigate all regulatory complaints, alleged breaches of the Rules of Racing and make recommendations to the GRB for the implementation of the Disciplinary process. The GRB may delegate such authority for prosecution of Disciplinary processes as delegated.
  • To ensure all notices regarding Regulation are circulated to all relevant stakeholders through all appropriate available means of communication including (but not exclusively) printed materials, web sites, e-mail, and direct communication.
  • To oversee the management of all matters relating to Regulation as defined by GRB and approved by GBGB including Membership, Licensing including registration and operational efficiencies.
  • To manage the GBGB Welfare & Integrity department, including Registrations and Licensing staff effectively
  • To be responsible for reviewing all contractual matters relating to Regulation between the GBGB and third parties and making positive proposals to the GRBfor approval.
  • To maintain the status of the GBGB as a widely respected Regulatory Body. 
  • To keep current and ensure the compliance and/or enforcement of the GBGB Constitution, Byelaws, Standing Orders and Rules and Regulations as approved by GBGB.
  • This role requires deputisation for the Senior Stipendiary Steward in the review process of the Racecourse Certification Inspections and any other processes that may apply.
  • The role requires deputisation duties for the Manager of Welfare & Integrity Services in relation to complaints and other processes outside of the Certification Body.
  • To maintain an ongoing working knowledge of the Certification Body’s inspection process.
  • To act as contract reviewer for the Certification Body regarding new racecourse applications.
  • To act as certifier for the Certification Body regarding new and existing racecourses.

To comply with all GBGB Policies and Procedures.

To perform your duties to the highest standard with regard to effective and efficient use of resources, maintaining quality and contributing to improvements.

All staff who have access to or transfer any data records are responsible for that data and must respect data security and confidentiality and comply with the requirement of the Data Protection Act 1998, in line with the policies of the GBGB. Data includes all data i.e., electronic, hard copies of printed data or handwritten data information that may be contained within registry or generated through the course of work that relates to individuals, be they employees, owners, trainers etc.

Perform any other duties that may be required from time to time.

To work with colleagues to achieve the aims of the GBGB.

This job description may be altered to meet the changing needs of the GBGB and will be reviewed in consultation with the post holder.
