Revised and more accessible Rules of Racing now available to view online

The British Horseracing Authority (BHA) has today published the revised Rules of Racing which will take effect on 1 September.

The Rules, which are now available to view online here, have been re-written to make them easier to understand for both participants and the wider public.

A cross-industry working group was established to allow feedback from stakeholders during the process, which has been incorporated into the new Rules.

Workshops will be available to participants in order to help them become familiar with the new Rules and to ensure that any further amendments can be made before the Rules are formally introduced.

The project has primarily been focused on the structure and presentation of the rules rather than widespread substantive Rule changes.

However, there are several changes which have come about as a result of the project which have been approved by stakeholders, the Rules committee and the BHA Board.

These include:

  • A simplification of the inside information provisions that prohibits the passing of inside information outside of those who own, train or care for the horse even without reward or benefit in kind
  • Certain requirements in the new Horse Welfare and Management Manual are now on the Responsible Person rather than just the Trainer
  • The requirement to carry speed sensing devices is now included as a Rule, rather than being printed in individual race conditions.  Devices must therefore be worn whenever provided by the Racecourse on race day.

Any subsequent Rule changes, such as those which may arise from the ongoing review of the BHA’s anti-doping Rules, will be announced separately.
