U.S. Track and Field Athlete Todd Davis Receives Sanction for Anti-Doping Rule Violation

USADA announced today that Todd Davis, of Council Bluffs, Iowa, an athlete in the sport of track and field, has received a four-year sanction for an anti-doping rule violation after his refusal to provide a urine sample.

Davis, 54, refused to provide a sample as requested by a USADA doping control officer during an in-competition test at the USA Track & Field Masters Outdoor Championships on July 13, 2019.

Evading sample collection, or refusing or failing to submit to sample collection, without compelling justification, is an anti-doping rule violation under the USADA Protocol for Olympic and Paralympic Movement Testing, the United States Olympic Committee National Anti-Doping Policies, and the International Association of Athletics Federations (IAAF) Anti-Doping Rules, all of which have adopted the World Anti-Doping Code and the World Anti-Doping Agency Prohibited List.

Davis’ four-year period of ineligibility began on October 2, 2019, the date his sanction was imposed. In addition, Davis has been disqualified from competitive results obtained on and subsequent to July 13, 2019, the date he refused to submit a sample, including forfeiture of any medals, points and prizes.
