British horseracing supports investigation into abattoir images

The BBC’s Panorama programme has tonight broadcast pictures which, it suggests, show horses, including former racehorses, being euthanised in circumstances which may have harmed their welfare. They also reported that some of the horses had been transported from Ireland to a British abattoir.

BHA Disciplinary - Keith Dalgleish - Rule (D)28, fast-tracked

£100 fine - A breach of Rule (D)28 of the Rules of Racing in that when LOOSE LIPS ran at Newcastle on 24 June 2021 he had not informed the Racing Calendar Office that the horse had been gelded before the deadline as required. The Chairman noted that notification had been given but not until after declarations.

The independent Disciplinary Panel of the British Horseracing Authority convened on Thursday 8 July 2021 to hear an Appeal brought by Cam Hardie, a licensed jockey, against the finding of the Stewards at Newcastle racecourse finding him in breach of the Rules of Racing prohibiting Improper Riding and imposing a penalty of a suspension of 4 days.

1. The Independent Disciplinary Panel of the British Horseracing Authority (BHA) met on 17 June 2021 to consider the allegation that Mr Levi Williams was in breach of Rule (K)49 of the Rules of Racing.  (A Jockey must ensure that no Banned Substances is present in their body).  A urine sample collected from him at Wolverhampton Racecourse on 29 January 2021 showed the presence of the banned substances benzoylecgonine (a metabolite of cocaine) and THC-acid (a metabolite of cannabis).

Suspicion of a match-fixing around PSG-Red Star Belgrade: the investigation closed

The National Financial Prosecutor’s Office (PNF) has closed its preliminary investigation into suspicions of rigging of the Champions League match between Paris-SG and the Red Star of Belgrade in October 2018, said Thursday the lawyer of the Serbian club, confirming information from the Team.

BHA responds to Levy Yield for 2020/21

The British Horseracing Authority (BHA) welcomes the announcement from the Horserace Betting Levy Board (HBLB) that around £80 million has been generated in Levy in the year ending on 31 March 2021.

Racing was suspended for the first two months of the year and licensed betting offices have been closed or restricted for much of the period since.

 30/03/2021 @ 13:00:00 Adrian McCarthy The independent Disciplinary Panel of the British Horseracing Authority (BHA) convened on Thursday 25 March to consider whether Mr Adrian McCarthy was in breach of Rule (K)49 of the Rules of Racing.

1. On the 25 March 2021 the above Panel convened to consider whether the above named, a licensed professional flat Jockey, was/is in breach of the above Rule in that he failed to ensure that on the 15 October 2020 when he rode FAREGAAN in the 20.30 at Chelmsford Racecourse that no banned substance was present in his body. In fact, after analysis of a sample taken from him, a high concentration of metabolites of cocaine was found.

£1,000 fine - A breach of Rule (K)1 of the Rules of Racing in that a post-race urine sample taken from DEFINITLY RED (IRE) on 29 February 2020 following its run in the William Hill Leading Racecourse Bookmaker Premier Chase at Kelso tested positive for triamcinolone acetonide.

Updated Covid-19 Guidelines and Operating Procedures for race meetings from 19 July

The BHA has today shared updated COVID-19 Guidelines and Operating Procedures that will apply at British race meetings from Monday 19 July 2021.

This follows the publication yesterday of specific guidance for sports and large events in England, and announcements from the Scottish and Welsh Governments about their own plans for easing COVID-19 measures.

£750 fine - A breach of Rule (J)24 of the Rules of Racing in that he did not complete the BHA’s mandatory online Safeguarding training which all trainers are required to complete in order to comply with the licensing requirements imposed on them.  Reminder letters were sent to all trainers on 24 September 2020, 17 November 2020 and 8 December 2020.  Also, the National Trainers Federation published in their newsletter reminders to all trainers on 30 September 2019, 31 January 2020, 6 November 2020 and 3 December 2020.  On 27 January 2021 a final letter was sent to him advising that the training had to be completed by yourself by 3 February 2021

Consultation opens regarding British racing’s whip rules and penalties

  • Initial phase of consultation – an online questionnaire – opens today, 1 July, and will run for 10 weeks
  • Further phases of the consultation will include detailed discussions with relevant individuals, alongside focus groups with volunteers
  • Series of short videos to explain consultation process and existing whip rules and usage also launched today

 1. The Race: 

This was the 1.10 at Nottingham on 18 May 2021, a Class 5 British Station Studs EBF Maiden Stakes (GBB Race) for 2-year-olds over 6 furlongs. Mr Watson rode NOISY NIGHT. Soon after the start the horse veered sharply left and lost a lot of ground. No criticism could be made of Mr Watson’s riding of the horse at that stage and he did his best to get the horse under control. However, as proved to be common ground in the hearing before us, thereafter he failed to comply with Rule (F)37of the Rules of Racing in that: (F)37 .1 he did not and was not seen to ask the horse for timely, real and substantial efforts to achieve the best possible placing and (F)37.2 he did not take all other reasonable and permissible measures throughout the race to ensure that the horse was given a full opportunity to achieve the best possible position. That is not of course and as we emphasise the end of the matter as we considered and as is set out below.

10.00 am - Alain Cawley and Johnny Farrelly

The independent Disciplinary Panel of the British Horseracing Authority will convene on Tuesday 9 March 2021 to hear an Appeal brought by Alain Cawley and Johnny Farrelly against the decision of the Stewards at Exeter on 26 February 2021.

Alin Cawley was suspended for 14 days and Johnny Farrelly was fined £3,000 for schooling and conditioning the horse WHISTLEINTHEDARK (IRE) on the racecourse, in that Mr Cawley has failed to ride his mount in such a way that he could be seen to ask for timely, real and substantial effort to obtain the best possible placing.
