Offshore betting proposals to boost racing

Presently offshore operators like Victor Chandler and Stan James, who are based in Gibraltar, are free to offer bets in the UK but do not have to share information on suspicious betting patterns with any sport authorities, or make payments to the Levy.

Ladbrokes and William Hill moved their telephone and online operations to Gibraltar last year to benefit from the more favourable tax regime, but the Levy Board estimates the cost to racing at around £4.2 million.
