The International Paralympic Committee (IPC) is seeking volunteer members of its Judicial Tribunal and Appeals Tribunal (f/m/x).

The IPC, a purpose-driven non-profit association, is the global governing body of the Paralympic Movement. We oversee the delivery of the Paralympic Games and Paralympic Winter Games and serve as International Federation for five Para sports. We enjoy a positive working relationship with the IPC Governing Board, members of which are democratically elected every four years by the IPC General Assembly. Since 1989, we have been creating change through sport with the Paralympic Games and Paralympic athletes at our core.

The IPC seeks to use the influential global position of the Paralympic Movement and the growing profile of Para athletes to challenge the stigma attached to disability and empower social transformation.

ABOUT THE ROLE(S)

The IPC is recruiting for members (including two chairs) of its Judicial Tribunal and Appeals Tribunal. The recruitment process for both Tribunals is combined due to the similar expertise required. However, members can only be appointed to one of the Tribunals as they are operationally separate.

The responsibilities of the Judicial Tribunal and Appeals Tribunal are set out in the IPC Constitution (Handbook). However, their key responsibilities are summarised below.

The Judicial Tribunal is responsible for the following:

• Consider alleged breaches of the IPC Integrity Code, the IPC Constitution and Regulations (including disciplinary matters), and any other matters referred to it under the IPC Constitution or Regulations.
• Resolve disputes between IPC Members where no other resolution process applies and the parties agree to refer the matter to the Tribunal.
• Resolve certain disputes between the IPC and IPC Members where no other resolution process applies.

The Appeals Tribunal is responsible for the following:

• Hear appeals where the IPC Constitution or Regulations provide a right of appeal, including from the Judicial Tribunal.
• Hear appeals of any decisions made to sanction an IPC Member under Article 18.2 of the IPC Constitution.
• Hear appeals relating to vetting Eligibility.

The Tribunals are expected to conduct their work largely online. Any oral hearings typically take place by video conference and are arranged based on the availability of the hearing panel and the parties. For each case three members are usually appointed (from the pool of Tribunal members), subject to availability. The chair of each hearing panel is responsible for writing a full and reasoned judgment.

Administrative support is provided by the secretariat to the Tribunals.

The term of appointment to each Tribunal is approximately four years and may be renewed at the end of that term (to a maximum of three terms).

This is a voluntary role and as such there is no remuneration. However, expenses are paid in accordance with the IPC's policies.

CORE REQUIREMENTS:

• Legal expertise, in particular with regulatory matters and/or experience of tribunals/hearings.
• Ability to consider evidence and give reasoned findings.
• Be able to work cooperatively with a team of people including the Tribunal chair and other Tribunal members.
• Maintain the highest levels of integrity, including maintaining strict impartiality and confidentiality.
• Be positive advocates of the Tribunal and its work and be committed to ensuring its integrity and credibility.
• Be fluent in written and spoken English.
• Be independent of the IPC, meaning that they cannot hold, or have held, any role in any capacity with the IPC (other than a position in a disciplinary or appeals tribunal or similar) in the four years prior to their appointment to the relevant tribunal.
